Background:

SeaPort-e is the Navy Multiple Award Contract Vehicle designed to efficiently support the alignment, organization, and integration of Navy missions to execute 21st Century requirements. Using a web-based, e-business procurement Portal, SeaPort-e employs a performance-based service acquisition approach to leverage buying power, improve business intelligence, and reduce cycle time.

Team PWG Introduction:

Team PWG, under the leadership of The Patrick Wolffe Group, Inc. (PWG), integrates the strong capabilities and expertise of a total small business team into a formidable and flexible resource to support SeaPort-e functional requirements. Our Team consists of PWG, a Veteran Owned Small Business, and 6 other Small Business Partners covering every socio-economic category. We have established presence in the Gulf Coast Geographical Zone (Zone 4) using a combination of PWG and Team Member local offices. Our experience includes work applicable to twenty-one (21) of the SeaPort-e Functional Areas performed in support of United States Navy, Army, Air Force, and other Government Customer requirements, many of which were accomplished using Performance Based Contracting. As such, Team PWG is exceptionally well suited to provide innovative, “Best-in-Class” solutions for SeaPort-e Customers by leveraging our extensive experience to execute Task Orders in accordance with Performance Based Contracting on time, to standard, and within budget.

Quality Assurance Program

PWG is an ISO 9001:2008 Certified Company and operates in accordance with an established Quality Management System that is in full compliance with ISO 9001:2008 Quality Standards. Our Quality Management System provides the framework for assuring the quality of performance of all SeaPort-e Contract and Task Order Requirements, to include the performance of all Team Member Companies.

We will apply ISO 9001:2008 Quality Standards to establish clear metrics for the SeaPort-e contract and subsequent task order performance in order to monitor and maximize quality, while continual improving of our delivered products and systems.  In adopting ISO Quality Standards, we made Customer Satisfaction our number one goal and prepared Corporate Quality Objectives that define PWG’s internal operational environment in terms of quality performance on awarded contracts. Our Corporate Quality objectives directly tie our QMS to Customer requirements through the ISO processes that facilitate Product/Service Realization.

We support the Corporate Quality Objectives by developing contract/task order specific quality objectives. In the case of an IDIQ Contract such as SeaPort-e, the Contract-level quality objectives support the PWG Corporate Quality Objectives, while the TO-level quality objectives are designed to support the Contract quality objectives. The SeaPort-e Contract and individual TO Quality Objectives include the appropriate metrics to measure performance against customer requirements and facilitate continuous performance and process improvement.

The PWG Quality Management System (QMS) provides us a clearly defined framework for performance excellence and continuous process improvement. Our Performance Metrics are synchronized with the QMS. Flowing from the Corporate Quality Objectives through the Contract and Task Order levels to individual employee performance appraisals, our Performance Metrics ensure continuity of effort, facilitate performance measurement, analysis, and improvement, and guarantee we meet or exceed Customer Requirements. Management continuously reviews contract and process performance against established metrics at all levels, culminating with the Quality Management Review (QMR) to the President of PWG at least annually. The result is a highly effective, certified, quality management framework with clearly defined procedures and metrics that continuously improves both performance and processes that facilitates and assures effective, quality support for our SeaPort-e Customers.
